Description:

We are seeking an experienced and technically sound Localization & Procurement Manager to support a strategic automotive project in Algeria. The role involves driving localization initiatives, identifying and developing local vendors, and ensuring the cost-effective substitution of imported components with domestically manufactured equivalents. The ideal candidate will bring strong expertise in procurement, supplier development, and localization strategies, particularly within CKD (Completely Knocked Down) automotive projects.

Key Responsibilities:

  • Identify components and sub-components with potential for local development and substitution.

  • Scout, develop, qualify, and negotiate with local vendors to ensure supply of localized parts.

  • Identify and engage with overseas suppliers with the potential to establish local manufacturing partnerships in Algeria.

  • Analyze and ensure the commercial viability of local sourcing options over imports.

  • Develop a phased localization roadmap aligned with regulatory requirements and project timelines.

  • Prepare and submit localization calculations and structuring proposals for government review and approval.

  • Support cross-functional teams in aligning project procurement with local content regulations.

Required Qualifications & Skills:

  • Degree or Diploma in Mechanical, Production, or Manufacturing Engineering.

  • Additional certification in Procurement or Supply Chain Management is a plus.

  • 8–12 years of relevant experience in the Automotive or Auto Ancillary industry, with a focus on localization, supplier identification, and supply chain management.

  • Proven experience in CKD (Completely Knocked Down) projects, particularly in greenfield or brownfield setups.

  • Technical proficiency in manufacturing processes, reading and interpreting engineering documentation, and understanding technical specifications.

  • Strong knowledge of quality systems (IS / EU standards) and local regulatory standards.

  • Proficiency in using ERP systems and MS Office, especially Excel for data analysis and reporting.

  • Excellent negotiation, analytical, and communication skills (written and verbal).

  • Strong financial acumen and a cost-conscious mindset.

  • Fluency in English is required; French is desirable.
